Once a level is gained after completing " The Man Who Cried Wolf ," a courier will approach with a letter from Falk Firebeard, asking the Dragonborn to return to him. Upon reaching Falk, he will inform the Dragonborn that, despite popular belief, Potema Septim The Wolf Queen was not destroyed when the ritual was stopped, and remains a significant threat. He says to talk to Styrr , who is in the Hall of the Dead. Styrr will explain that since the Dragonborn stopped the ritual, they have a connection to Potema.

Shortly after completing the quest The Man Who Cried Wolf , a courier will find you and give you a note from Falk Firebeard asking you to come speak to him further about the ritual you interrupted in Wolfskull Cave. Head to the Blue Palace in Solitude and speak with him to begin this quest. He informs you that you must enter Potema's Catacombs and bring her bones back to him He then gives you the key to the Catacombs and sends you on your way. Make your way to the Temple of the Divines there in Solitude , and head downstairs to enter the catacombs. The enemies down here are generally Draugr 's and Skeleton 's, but there Vampires too - You can usually kill them without getting terribly close if you have decent sneak , but otherwise you might want to have a couple of disease potions handy to be able to cure vampirism.

I'm doing the Dawnguard radient quests that send you to three random locations for three random artifacts, and I've been sent to recover a hammer from Potema's catacombs. However, I've finished the Wolf Queen quest ages ago, so the entrance is once more behind an unpickable lock.
Potema's Catacombs is a series of catacombs designed to house the Wolf Queen of Solitude. Aside from the spirit of Queen Potema, the caves contain a few powerful vampires and Potema's draugr minions. Enter the Temple of the Divines and proceed to the rear of the temple. At the end of the pews, on the left, is a stairway heading down. The key obtained from Styrr will open the barred gate.
